【简介】：
正式对外函件通常用于政府首脑，政府部长，有关政府官员以及外交使节之间的通信等，它经常用于处理和联系政治、经济、军事等事务，如提出建议，发出邀请和通知应邀，表达问侯、祝贺、转达意见，表明立场、观点，以及对重要人物的哀悼等。
在文体格式上，一般构成如下：
(一)上款 抬头应写职衔、全名、称呼和尊称。
(二)正文 所要表达的具体内容。
(三)结语 可以以收信人的身份，相互之间的关系，选用“顺致最崇高的敬意”、“顺致崇高致意”、“顺致最亲切的问侯”等。
(四)下款 落款署名前，应有正式职衔。

I recall with great pleasure our meeting and discussions during Your Excellency’s visit to China in March last year．I thank you for your formal invitation to me to visit your beautiful and richlyendowed country．May I take this opportunity to express once again my sincere appreciation to Your Excellency and your colleagues．
Regrettably however，due to unavoidableclashes in my schedule，it seems my planned visit to your country，which was rescheduled to our embarrassment last September，has to be postponed again．I hereby apologize for the inconvenience and trouble that the proposed change may cause．
